This tutorial was written assuming you have a working knowledge of PSP.

Click anywhere outside of it with your Magic Wand.
Highlight the duplicated tube layer.
Tap the delete key.

Change the Properties to Hard Light and lower the Opacity to about 46 or so.

Add your embellishments. I used:

Element 33: Resize 35%/Duplicate/Resize 80% - Duplicate each flower 2 more times - for placement see my tag for reference.
Element 16: Resize 40%/Flip/Free rotate Left 45 degrees
Element 11: Resize 50%/Duplicate twice.

Highlight your white background.
Select All.
New Raster layer.
Copy and paste Paper 10 Into Selection.
Deselect.
Apply the mask.
Resize 115%
Merge Group.

Add your credits.

Add your name.
Give it a slight inner bevel 3x’s:

Resize all layers 80%

Merge all layers.
Apply Vm Natural - Sparkle.
I used these settings but you can play around with the top and bottom slider to get the affect you want.
